A skill is a character's ability. They can range from magic incantations to weapon techniques to even whatever effects conjured up by whatever game mechanism the developers allowed. Skills have various effects, from dealing different kinds of damage, healing, to causing beneficial effects (aka buffs) on friendly characters or harmful effects (aka debuffs) on hostile monsters.
[edit] Skill Types
Skills are usually separated into active skills (some player interaction is needed to use the ability) and passive skills (always active without need for activation). In addition, some active skills can be used with button combinations and will not require the player to assign them to a hotkey, while others will require an assigned hotkey in order to activate them.
[edit] Learning Skills
Skills are learned and "ranked up" by clicking the plus (+) symbol in the bottom right of the skill's icon in the skill tree.
Skills are un-learned and "ranked down" by clicking the minus (-) symbol in the bottom left of the skill icon in the skill tree, but only if you have not "Confirmed" your allocation of skill points. Note that you cannot "rank down" a skill lower than you had previously "Confirmed".
Whether or not you can learn a skill is based on how many skill points you have, and whether the prerequisite skills have been learned. The number of skill points needed depends on the skill, and prerequisites are identified by being linked to each other in the tree.
It is possible to learn skills that you cannot use due to level restrictions, so pay close attention to any requirements in the tooltip of the skill.
Once you have allocated your skill points in the skill tree, make sure to click the "Confirm" button. The reason for this is that you are allowed to allocate and remove your choices by use of the plus (+) and minus (-) buttons until you are satisfied with the selections you have made.

You get a free reskill scroll everytime you change class, which allows you to choose how to allocate your skill points again after every class change.
